In updating Windows 8 to Windows 8.1, I was confronted with an error that Windows could not access the app and to “refresh” Windows. I’m not exactly sure what it meant by refresh, but I ran several updates I needed and restarted the machine. This DID NOT FIX THE ISSUE, SO DON’T BOTHER TRYING IT.
Open Command Prompt (As Administrator) and copy paste the following into the black window:
powershell -ExecutionPolicy Unrestricted Add-AppxPackage -DisableDevelopmentMode -Register $Env:SystemRoot\WinStore\AppxManifest.xml
After this has completed, you must copy and paste the following:
start “” “ms-windows-store:”
After doing this, the Windows store should come up and you are all ready to go.

Happy Coding… Or App browsing 🙂
